Colegio ng Lungsod ng Batangas (CLB), in partnership with the City Government of Batangas, held a Gender Sensitivity Awareness Seminar on October 3, 2025, at the Batangas City Sports Coliseum to educate students, faculty, and the public about the importance of creating safe spaces, promoting respect, and ensuring equal treatment for all individuals.
The event, hosted by Ms. Peniel Beryl D. Ascue and Mr. Dereck John A. Estremadura, featured remarks from school officials, inspirational messages, and an in-depth discussion on gender sensitivity and the Bawal Bastos Law (R.A. 11313) led by Atty. Ma. Pamela C. Castillo, CPA.
Republic Act 11313, also known as the Safe Spaces Act or Bawal Bastos Law, was enacted in 2019 to safeguard individuals from harassment and gender-based violence in both public and private settings, regardless of gender, age, or social status. The law defines gender-based harassment as any unwanted behavior directed at someone because of their gender, including verbal, physical, and online misconduct, with penalties ranging from fines to community service depending on the gravity of the offense .
Representing Dr. Lorna L. Gappi, CLB College Administrator, Dr. Dolores Borras, Vice President for Academic Affairs, emphasized that respecting personal boundaries and understanding the law are essential to building a culture of inclusivity and safety within schools and communities.
The seminar also underscored the role of individuals in maintaining respect both offline and online, while urging institutions such as schools and workplaces to uphold anti-harassment policies and provide accessible reporting mechanisms.
By promoting awareness of the Bawal Bastos Law, CLB seeks to empower its academic community to foster mutual respect and equality among students and educators.
In her closing remarks, Ms. Daryn Mehmet Detecio, GAD coordinator, noted that a culture of safe spaces enhances mental health, strengthens communities, and builds an environment where everyone feels valued and protected.
